Lithuanian Roma platform – going local

I Phase, 2016–2017 m.

In 2016, the Department of National Minorities under the Government of the Republic of Lithuania launched the European Commission-funded project "Lithuanian Roma Platform – going local." The main objective of the project was to create a cooperation mechanism between Roma communities and local municipalities to ensure effective local-level involvement in the Roma integration process.

As part of the project, "Roma Platforms" were established in five Lithuanian municipalities with the largest Roma communities. On September 1, 2016, Roma Platform Coordinators (Mediators) began their work in the municipalities of Šiauliai, Panevėžys, Vilnius, Marijampolė, and Šalčininkai. Their role was to mediate between local Roma communities and municipal institutions to ensure a constructive dialogue between these two stakeholders.

The project activities included specialized training for professionals working with Roma communities, such as municipal administration employees, social workers, and teachers. These training sessions provided knowledge on working with this target group. Additionally, special training was organized for Roma women to encourage their active participation in public life and strengthen their involvement in solving community issues. Furthermore, research was conducted to gain a deeper understanding of the challenges facing Roma community integration in Lithuanian society.

Meetings with Roma communities and municipal representatives took place across Lithuania. Throughout the project, active engagement occurred in ten Lithuanian municipalities with specialists handling Roma-related issues and Roma representatives.

The project included seminars and training on the following topics:

  • Seminars for school and municipal administrations;
  • Education of Roma women on human rights issues;
  • Education, integration, and retention of Roma children in the school system;
  • Training for social workers;
  • Workshops for Roma leaders.

Research conducted during the project:

A feasibility study on the cooperation between Roma communities and municipalities in
implementing the 2015–2020 Action Plan for Roma Integration into Lithuanian Society;

Early marriages in the Lithuanian Roma community: Situation analysis, findings, and
recommendations;

Compatibility of local Roma integration measures with the 2015–2020 Action Plan for Roma
Integration into Lithuanian Society and the Council of Europe’s recommendations on effective Roma
integration measures in member states: Participation of Lithuanian Roma in the education system.

The total project budget was approximately €68,000.

The project was implemented from May 2016 to May 2017.
